Government Decree No. 681
This document is the Russian Government Decree No. 681, dated September 3, 2010, titled "On the Approval of Rules for Handling Production and Consumption Waste in Terms of Lighting Devices and Electric Lamps, the Improper Collection, Accumulation, Use, Neutralization, Transportation, and Disposal of Which May Cause Harm to the Life and Health of Citizens, Harm to Animals, Plants, and the Environment."
The decree establishes comprehensive rules governing the handling of mercury-containing waste, including:
- Requirements for collection and accumulation of mercury-containing lamps and devices
- Procedures for transportation of mercury-containing waste
- Standards for neutralization and disposal of mercury waste
- Responsibilities of legal entities and individuals in the handling chain
- Special requirements for educational and healthcare institutions
- Emergency procedures for mercury spills and contamination
The rules apply to all types of mercury-containing waste from production and consumption, with particular focus on lighting devices and electric lamps containing mercury vapor.
